Mr. Mark Stewart,-To call attention to the system of issuing Government licences for farming out the retail sale of opium and other narcotic drugs, as a means of obtaining revenue, in British India including Burma, Ceylon, the Straits Settlements, Hong Kong, British Borneo, and Shanghae; and to move, That, in the opinion of this House, the system at present in force in British India (including Burma), Ceylon, the Straits Settlements, and Hong Kong, whereby the retail sale of opium and other narcotic drugs is farmed out to licensees, who have a pecuniary interest in their increased sale, necessarily tends to spread the vicious habit of indulgence in these deleterious drugs; that the sale of opium ought to be regulated by provisions similar to those in force in the United Kingdom under "The Pharmacy Act, 1868," with the object of confining the sale to that which is necessary for legitimate medical use; and that the preparation and sale of ganja, bhang, and other preparations of hemp, "ought to be absolutely prohibited, as is already the case in Burma.
